On June 20, 2025, the Municipality of New Lucena joins the rest of the Philippines and the global community in observing National Refugee Day. This special day serves as a reminder of the resilience of refugees and displaced persons who have been forced to flee their homes due to conflict, persecution, or disaster.
But what is National Refugee Day, and why is it important?
This day was born out of a global movement to protect the rights and dignity of people who have lost everything. It traces its roots to World Refugee Day, which was first celebrated in 2001 to mark the 50th anniversary of the 1951 United Nations Convention relating to the Status of Refugees. Later, the 1967 Protocol expanded its scope, making refugee protection more inclusive. The Philippines is proud to be one of the first countries in Southeast Asia to sign both the 1951 Convention and the 1967 Protocol, showing our commitment to humanitarian values and international cooperation.
In the Philippines, Executive Order No. 163, s. 2022, affirms our country’s support for the rights of refugees, stateless persons, and asylum seekers. It ensures that our national and local institutions work together to provide them with access to basic rights and services, including education, health care, and livelihood opportunities. The Department of the Interior and Local Government (DILG) also issued Memorandum Circular No. 2020-153, encouraging LGUs like New Lucena to promote awareness and inclusivity for refugees and forcibly displaced persons.
As we reflect on this upcoming day, it is important to remember that behind every refugee is a person just like us—with hopes, dreams, and families to protect. Many of them are children who had to leave their homes and schools. Others are parents who only want safety and a better future for their families.
